Phase Framework

MPS-3 is where materials security lives. Multi-year offtake commitments, joint qualification with the buyer engineering team, and — where appropriate — capacity reservation at a specific atomizer or mill. Reserved for programs of record and DPA Title III scale.

PHASE 1 · QUARTER 1
Strategic Alignment
Program-level review of buyer's multi-year material outlook. Identification of critical alloys, capacity constraints, and vulnerable single-source positions. Framework agreement drafted.
PHASE 2 · QUARTER 2
Offtake & Capacity Reservation
Multi-year offtake commitment signed. Where required, capacity reservation at a specific atomizer, mill, or refiner. DPA Title III instruments considered where applicable.
PHASE 3 · QUARTER 3–4
Joint Qualification
MPS engineering embedded with buyer engineering for the qualification of new alloys, atomization routes, or geographic supply positions. Joint FAI development.
PHASE 4 · YEAR 2+
Sustained Supply
3–7 year sustained supply cycle. Annual strategic review. Continuous surveillance of upstream mill, atomizer, and refiner risk. Alternate-source qualification maintained in parallel.

DELIVERABLE 01
Multi-Year Offtake Agreement
3–7 year commitment with volume floors, price collars, and force-majeure protections. Suitable for programs of record and DPA-covered feedstock.
DELIVERABLE 02
Capacity Reservation
Reserved capacity at atomizer, mill, or refiner. Applies to plasma-atomized titanium, refractory metals, and rare-alloy feedstock where global capacity is constrained.
DELIVERABLE 03
Joint Engineering
MPS engineering embedded with buyer for qualification, alternate-source development, and long-term material roadmap. QBR cadence quarterly.
DELIVERABLE 04
Materials Security Reporting
Quarterly report on upstream supply chain risk, alternate-source status, and forward capacity outlook. Circulated to buyer program management and — where appropriate — DoD partners.
